3.7 to 5.x migration and mobile site templates

We are considering migrating our site from 3.7 to 5.1 or 5.2 to be able to take advantage of the mobile site module. We used a Sitefinity "partner" developer to design our site for us on the 3.7 platform initially and we got an estimate from them to do our migration to the latest version and build a mobile site for us. The current 3.7 site has 108 pages, 3 templates (all very similar), and 1 custom module, which allows us to add 5-10 text items and upload an image to pre-formatted list pages from within the modules section of Sitefinity. They estimate the migration labor time to be 60 hours. They are estimating the mobile site template design (with templates optimized for 3 mobile platforms) at another 60 hours, and another 30 hours to design 10 pages using the new mobile templates.

Based on your experiences migrating sites from 3.7 to 5.x and creating mobile site templates, do these estimates seem reasonable or unreasonable? What kind of hourly rate is reasonable for a professional Sitefinity partner developer that does good quality work? Is the migration something that could be accomplished by a casual IIS and SQL admin (an IT generalist who doesn't necessarily live and breathe ASP.Net and SiteFinity day-in and day-out)?

Some websites are migrated without any problems, others are more tricky. It depends on how much custom stuff you have in your site. Some minor UI issues might appear after migration. You need to fix them in order both old and migrated sites to look similar. The migration is supported only for Sitefinity 3.7 SP4 sites. In case your project is created with a previous version you will need to upgrade to Sitefinity 3.7 SP4 first. If you have user controls you might need to fix them after migration. Often these controls refer to old Sitefinity code. In this case they will not work after migration in Sitefinity 5.x. Note that custom modules are not currently migrated in latest Sitefinity version. After migration is done, you can create a module using Module builder and then recreate your module items manually. You can find more about Module builder here.
