create bookmark on page

Good day,
  Most of editors do not know html and I did not notice in the editing tool bar, using the full set, that there is a method to create a bookmark then hyperlink to it on the page they have created. Even if I add a bookmark in html then use the link manager there is no option to choose for a bookmark. Our editors are use to haaving these options appear to them without going into the actual html code.
  Am I missing the obvious here?
