Hello, occasionally, when we upload a PDF document - like on this page www.annapolis.gov/.../minutes this document: 03-31-2015, we get this error message: 

Server Error in '/' Application.

Could not find file 'C:\inetpub\wwwroot\Annapolis\App_Data\Storage\FileSystem\00000000-0000-0000-0000-000000000000'.Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.

All the other documents uploaded together with the faulty one, or uploaded before or after, would get displayed just fine. The content providers who upload these have admin right​. We would delete the document and upload it again, but the issue persists - even if we try on different machines. Then, in a few hours or a few days the system would allow us to upload it and display properly - for no apparent reason. This is a serious impediment to our work. Any ideas why it happens and how it could be fixed?
