Workflow - Not allowing page template change whilst adding c

Hi there,

I have the following issue on a client's website:

When the author or publisher creates a new page they are able to select a specific page template for that page, they then click the "create and go to add content" button which automatically takes them to the page to add content but if they then realize that they've chosen the incorrect page template and want to change it, they can't, at least not until the page has been "Sent for Approval" and been "Approved".

The thing that I cannot understand about it is that the page hasn't even been created so it has no workflow status yet, to my mind, it's still a page that's being created, why then would they not be able to change the template at this point?

Any advice would be greatly appreciated.
