Setting up RoundTable Source Control in Progress Openedge De

Recently we tried setting up RoundTable in PDS OE but are not able to do so. Below are the steps followed and the error which we are encountering.

Step 1: Launch PDS OE.

Step 2: Go to Help --> Install New Software

Step 3: Click on Add and Provide the Name as "Test" and Location as "http://www.tugboatsoftware.com/roundtable/eclipse/team/update".

Post this there is an error as below:

Unable to connect to repository www.tugboatsoftware.com/.../content.xml
Unable to connect to repository www.tugboatsoftware.com/.../content.xml
Connection to http://www.tugboatsoftware.com refused

Have tried checking the link and found that there is no "content.xml" file available rather a "site.xml" is available. Kindly help if there  is any alternative to the same.
