When using Business Entities back-end (standard ABL) and Kendo UI front-end, what is the best technology for translating application language? Error messages from back-end, and front-end screens?

A lot depends on how you are building the client side. In our Angular 2/4 client (built around the JSDO and Kendo UI for Angular) we expect the backend to send CCSBE01 compliant error
and validation messages:
This describes a JSON Array used as the ERROR-STRING’s value. The frontend then calls into a backend to retrieve localized message strings. Alternatively, this localized message strings
can be present on the client already in resource files.
