I could not find a it while looking through www.progress.com/support nor any of the sub-pages. There used to be a link. I did find it here on Community but I suggest adding a link in the support or documentation section.
"Search community" returned it as a result.
I got a chuckle from the Progress OpenEgde tag. :)

Update Summary (new content indicated by red text within the document):
1. Windows 10 certification for OpenEdge 11.6, 11.5.1, 11.4 and 11.3.3 added.
2. Provided Tomcat version support information.
3. Remove OpenEdge Mobile AppBuilder (replaced by Telerik Platform for OpenEdge).
4. Remove Aurea Savvion compatibility note (replaced by OpenEdge BPM).
5. Remove OpenEdge DataServer for ODBC (Retired).
6. Adjusted the references to the certification/support notes

The OpenEdge 10 PAG now says that 10.2B08 is certified for Windows 10.
Any releases before that were never planned for certification.
