OpenEdge Studio install crashing

I've been googling around searching to see if anyone has had similar problems. There are some that have similarities but none that seem to match.  

I have several Windows 7 Pro 64-bit computers where Progress 8.3c Client Networking (with Data Direct ODBC + Crystal Reports) is installed. We are (finally) upgrading to OpenEdge 10.2b and I've been trying to install OpenEdge Studio on the computers (in a seperate directory) but every single time it crashes (including when installing SP8)  when configuring resulting in:

- Program folder is empty 

- Registry is missing the ODBC entries

- The Sonic subdirectory is missing 

In the OESetup.log, the File Tailoring completes, Delta Files show as merged, and Tailoring Extensions appears to be possibly where the problem is:

Extension1=[08-29-2014 15:13:44] C:\DLC102B\bin\Fathomtlr.dll has been executed successfully.
Extension2=[08-29-2014 15:13:44] C:\DLC102B\bin\ntsrvtlr.dll has been executed successfully.
Extension3=[08-29-2014 15:13:44] C:\DLC102B\bin\prodbgtlr.dll has been executed successfully.
Extension4=[08-29-2014 15:13:44] C:\DLC102B\bin\proexptlr.dll has been executed successfully.

At the moment the (OE based application) support persons workaround was to simply copy over the missing items from one of their development computers. I would prefer to figure out what is causing the problem and be able to do a clean install, especially since this is affecting service pack installations as well.

Going by the symptoms, I would say you're hitting the issue described in this KB article:
