OE 10 really a new product or not?

When OE 10 came out, a big re-licensing push was made under the guise that it was a "new product", such that prior licenses didn't apply so customers had to go to a different license structure.

However, according to this paper http://www.psdn.com/library/entry.jspa?externalID=21&categoryID=1176

"Is OpenEdge ABL a new product, or just a subset of the Progress 4GL functionality? It is not a new product."

It's one of those things that make you go "hmmmm."
