According to the Product Availability Guide (http://www.psdn.com/library/entry!default.jspa?externalID=3233), Progress 8.3E server products (like the database) are supported on: Windows NT 3.51 (SP5), Windows NT 4.0 (SP3, SP4, SP5, SP6a), Windows 2000.
If you want to be supported on Windows Server 2003, you'll need to upgrade Progress to version 9 or OpenEdge 10. Upgrading Progress versions often has implications for the version of MFG/Pro that you are running, so it's best to talk to QAD about that stuff.
