Assuming in both cases a CHUI system, can anyone tell me the functional differences between prowin32.exe and _progres.exe?

prowin32.exe is the GUI client runtime, Windows 32 bit only
_progres.exe is the CHUI/TTY client runtime, available UNIX, LINUX, Win32/64
If you are not trying to port your CHUI system to GUI, stick with _progres.exe
