Unable to read progress.cfg, Reason=-1. (1732) issue

Installed and had OE 11 running then went away on holidays ... now when I try and start up OE I am receiving the following message:

Unable to read progress.cfg, Reason=-1 (1732)

I did a reinstall to supposedly reenter the S/N and License to no avail

Looking for suggestions please.

Looks like someone is trying to tell you something

Do you actually have a progress.cfg file in your Progress installation directory?

Looking for suggestions please.

Some people reported installation issues related to creating false registry entries during the installation. But that would have prevented you from running the first place.

Do you have a PROCFG environment variable set pointing to an old version of Progress no longer installed?
