Is there a way I can set permissions for the "More Actions" options that are available on the View page of a record?
For example: In our use case, we would only like our managers to be able to "Merge" records. Is there a way I can achieve this through permissions?

Yes, please check out "Administrative Privileges" section under a specific role. It has options to enable/disable these options on a per role basis. You can control the 'clone' functionality by disabling create permission for the role on the object.

If we disable the create, the user won't be able to create the record either. Is there no other way of controlling this option? What about the "Find Duplicates" option?
Unchecking Merge removes the find duplicates, so that's fine.

"Find Duplicates" is based on Merge Records administrative permission and create permission. When I meant disable the create permission, I meant for the user to whom you want to disable clone because clone is similar to create action.
