I want to test role and LDF based access control. My developer account has just one user. Is there a way to add additional users without incurring subscription fees? I think developer account should allow more than one users to test different scenarios.

If you are using private cloud (evaluation) then you can create maximum of 2 users
or
In case of public cloud (evaluation), you can create maximum of 5 users.
