What causes the Assign Pages option on a user record to disp

I'm in the private cloud and I don't have the option to assign pages on my user record, only on my role.  Is there an attribute or some other setting that controls the display of this option under More Options?

1. Open non-admin user for viewing

2. In "More Actions" drop-down select "Assign Pages" option

Hi -

I am not an expert on this, but looking at the code, it seems like this option should come up for any user with Super Admin role.

That was it.  It would be nice if the documentation stated that it needed to be a non-admin user for that option to be presented.  It just says user.
