Deletion of progress ids is not allowed but Progress Support should be able to help you in changing the details. Please contact support.

Is this something related to de-activating the mobile development from Rollbase Private Cloud environment?  If yes, we can delete the specific associated Progress Pacific account (or a Progress ID)  from the Mobile Development page

No, I have established some Progress Pacific account (Hosted Cloud) with awrongcombination of usernaem/email.

I can't change the username or emailon exixsting accounts, and have to delete the exisiting accounts.
