How can I make sure that records with empty LDF fields cannot be accessed by non-Administrator users?
For this example I'm ignoring "Department" and "Function".
I have 3 website records. One website has location "Netherlands", another website has location "England" and the last one has no location set.
User with location "Netherlands" can access the website "Netherlands", but gets an access denied on "England". The user will not see the record without location in the view, but can access it by manually entering the URL.

Defect PSC00321309 has been filed for this issue.
As a workaround, you can create a new location "others" and assign it to the records with no location. Then, automate the process by creating a trigger which runs every time a record is created or updated.
