Turn Off One Hour Cool Off Period

I'm doing some testing uninstalling and reinstalling a rollbase app via XML import. 

Is there a way to turn off the 1 hour cool off period when you undeploy an application?

If you're on private cloud, the waiting time can be disabled by setting the 'ShowDebugInfo' parameter in shared.properties to TRUE. A server restart is also required for the changes to take effect.
