we note that we can relate two pick list together in terms of a parent/dependent type relationship, but that it restricts the use of associating the dependent items with more than one parent item. Can we achieve this by way of another method e.g java script relating the items within two standard pick lists?

This is what is mentioned in Chapter 2 of the Rollbase in Action document (http://www.progress.com/products/rollbase/resources/rollbase-in-action) mentions about this:
"Limitation: Each value in a dependent picklist may belong to only one value from the main picklist.
If you need to re-use values in dependent picklists because one or more values needs to be
associated with more than one value from the main picklist, you should instead create new Object
definitions and use a lookup Field dependency. See the Relationships section below for more
information regarding configuring relationship Lookup Fields to use Main and Link lookups to
dynamically filter available selection choices."
