How to delete record without Recycle bin?
Right now, deleted record is going to Recycle bin in both ways.
Note from Documentation: Deleted records will be permanently purged after 30 days. Prior to this you can restore deleted records from the Recycle Bin, however, some information such as uploaded files cannot be restored.

I need to delete records permanently without recover. is it possible?
Quick question: If Rollbase had a setting that would allow you to delete without sending to the recycle bin, would you want this setting to be at the account, app or object level?
