I would like to know if the pricing/month/user applies to portal users too. For example if I build an application and create 5 users for it, but also allow another type of users to register as portal users, will this, second type of users also have to be supported by the monthly subscription.

There is no limitation in the number of portal users. There is however a limit to the number of portal page views per month.
