Delayed trigger not running

Our client has reported a bug in delayed triggers wherein it should execute an object script after 20 minutes of inactivity in the record. We verified the bug using these test scenarios: > Used a 'Create Activity Trail' trigger with a 2-minute delay to log whether the trigger was ran or not. - The trigger is working when the delay is removed. - Also tested 1-hour delay. - No other triggers are running. > The permissions to all roles were enabled. > The trigger was added in the queue. > When debugging, the trigger is not displayed from the list. The scenario was tested using version 3.6.7 and 4.0.

I checked - delayed 'Create Activity Trail' trigger runs as expected. Please check your log and queue.

Can you please create a testing zone for us to replicate the issue on your instance? Application from the Philippines is blocked.

I tried delayed triggers in Rollbase.com and it worked. Any ideas on why this is not working on versions 3.6.7 and 4.0?
