We need the ability to secure portal pages so that rights can be assigned or taken away from all types of users, including sytem administrator. we set up several pages of complex coding and then a client who is set up as system adminstrator went in to edit a page, clicked save a synchronize and - just like that, hours and hours of work gone. currently you can only assign permissions to objects, settings and tabs.
You can publish and install your app as Fully locked or Partially locked. In later case you can mark Portal as locked. That would disallow any page modifications.

Pavel's suggestion is currently the only way to prevent users with the Administrator role from editing portal pages.
