It seems that if a portal page was not assigned to a portal, you should not be able to navigate to it and portal links should be in-operable, etc.
This will be fixed in the next release.

In our case we have multiple portals being accessed by a portal visitor.
Let's say we have two portals :
Portal 'A'
Portal 'B'
And a page 'page1' in portal 'A'.
This page can be accessed with the link : '{!#PORTAL.A.page1#url}'
As it is now, if we affect the page 'page1' to portal 'B', there will be two links for accessing the page :
'{!#PORTAL.A.page1#url}'
'{!#PORTAL.B.page1#url}'
When you do this changes, will it still be possible to access 'page1' page from both '{!#PORTAL.A.page1#url}' and '{!#PORTAL.B.page1#url}'?

Yes, absolutely.
I would put on hold explicit check for portal pages assignment since this may affect existing portals. Please check your pages and make sure they do not contain links you don't want your users to use.
