When you sync a portal page - Edit Object with a portal page - View Object, the view page does not get updated. On the View Object portal page there is no "Submission begin / Submission End" (like there is on the New/Edit portal pages) so that might have something to do with it?
View Page (should match the Edit page it was synched with) but it's just an empty page:

View Object portal pages cannot be synchronized due to their structure (or lack of structure).
