We set up a new Role meant to be used by the majority of our user base. Here are the base permissions:
Farther down the Permissions list page, there are two section relatd to User. Here are selections there:
Some of our objects have a relationship to User whose lookup field is set to Selector mode. When we open the Selector from an Admin account, we see the full list of users. If we open the Selector
User with "View" permission to particular Object (in your case User) should be able to browse whole list of records.
Are you using LDF ? That may limit available records further.
We are not using LDF, the Organization Management app isn't even installed. Although, somehow the User object still seems to be flagged to use LDF:
Edit USER object and uncheck "Organization" attribute - that should help.
