Page Editor right-click popup menu appears in top left of sc

In Page Editor, the small shortcut arrow in the top right corner of each section that triggered the popup options to Delete, Move Section to Bottom/Top, etc. is no longer there. Also when I right click the section, the popup menu appears on the top left of the page instead of where I clicked. CHROME [Chrome 17.0.963.26 on Mac]: This might have something to do with the new DOCTYPE you recently applied? Thanks
