We have a loan application object, and a related documents object that allows a broker to upload scanned images to an application. The name of the document would be limited to a pick list. Then would like for our admin staff to send an e-mail to the lender, with a particular document attached, so the template would need to allow you to specify a document upload field as an attachment. I can imagine this would be a useful feature for any workflow system that worked with uploaded documents or files.

Yes this can be done by using the merge field for the File Upload field (or Image Upload field) in your email template. It will automatically be attached to the email.
