I cannot access an html report even though the logon user id is in a Role which should have access to the report.

What's the zone? Object? Report name? And what's your user name and role?

I cannot see the report logged on as this user, even though the user's role has access to the report.
You cannot see it where? I cannot see it either. Please provide screen capture since I do not understand your issue.
