Is there some way to import dumps produced with esbadmin dump command back to directory service? I know that it is possible directly with Sonic mgmt_api, but how to do it with existing command-line or gui tools? I am trying to automate/batch creation and configuration of MF containers and message brokers in DS, please point to the best practice to do this.

No. For ESBAdmin, you can have XAR files (created with the deploy export tool) that contain all your ESB Artifacts. Those can be loaded back.
