License models for hosting companies

I have a customer who's planning to migrate their dedicated servers from one datacenter to another.

As an additional service the datacenter is also responsible for verifying the availability of the applications running on these servers.

My question is the following:

The licenses are registered to the customer, but shipped to my firm (as I'm taking the responsibility for installing and maintaining their production environment).

Do I need an explicit grant from PSC to allow the new datacenter to execute scripts for stopping and starting the database, performing backups, ...

Is their any document on the website that clearly explains the modalities on the use of the software with regards to outsourcing infrastructure (and common tasks for this infrastructure)?

When I look at the "cloud", how is it defined and where can I clearly find (in the license agreement) the grants the customer can give to the hosting company?


As a note, the Progress software is exclusively used for the licensed customer, as it is a dedicated server.
