Will there be any issue(s) if I deploy the r-code (compiled on OE10.2B0864) to clients on OE10.2B0800 whom have yet to implement the hotfix?

Unless the code that is being compiled is using something that was added in the hotfixes and so won't be supported in the earlier releases, I don't see that there will be an issue. In fact, Unless I am mistaken, I believe you could compile in say, 11.6 and use it in 11.3 (there is a brief exception window in the OpenEdge 10 timeframe when 32bit and 64bit rcode didn't mix).
