Can anyone confirm the following problem?
The Progress WebClient Initializer (prowcini.exe) crashes on every run, without error messagebox.
The problem occurs only on Windows 10 with TouchScreen, hasn't been a problem on Windows 8.1 or older.
Error message in Windows Event Log:

I know, Windows 10 is not yet certified, but customers don't wait anymore ...
Tech Support states, that they don't have other reports with this issue.
Our clients use the Progress WebClient with Version 11.3.2.
We tested with 11.6.0, with the same result.
There is a workaround, to disable the touch device in device manager, start the Progress application, and enable the touch device as soon as the application is running. But this doesn't work on every system, unfortunately.

This sounds like defect PSC00341402. If this defect was not logged for you, contact Tech Support and ask them to add your to the case to the bug.
And, the important information for you is that PSC00341402 is not yet addressed. The greater the customer impact, the more likely it will be addressed sooner.
We found a better workaround for this problem.
The new option helps even on such Notebooks, where the first workaround didn't work (disabling touch devices in device manager during start of application).
The new option for successfully start a Progress WebClient Application on Windows 10 PC with TouchScreen is,
to end the service "TabletInputService" before running prowcini.exe.
At the end of the "Intellistream"-Update Process, prowcini.exe runs the real Progress WebClient, prowc.exe.
At this moment, it is save to start the service TabletInputService again.

We have fixed the bug which caused WebClient to crash when running prowcini.exe on Windows 10 touchscreen devices. The fix will be available in release 11.7.
