after migrate from vs7 to vs8 to vs9 , why all screen became smaller - the font,the screen size and the image on the screen .

If you are using Windows 32-bit (Win95/98/NT/2000) note that their default fonts are different than Windows 16-bit. I'd suggest to check the Fonts settings in your .INI file, the documentation (Screen Scaling Utility) and the Migration White Paper

Or just wrong codepage used? 7.3 has default IBM850 codepage. 91b some ISO99xxx, isn't it?
