I have to convert an existing application which is in Progress Ver 8 to a web-based
application. If somebody has already done a task of similar kind then can you please let me know about it. Also I presume there is some tool
which reads through the frame layout of the program and generates an HTML
page for the same.

We've done almost a hundred of these type applications. No, there is no "tool". HTML
is a totally different way of programming and there is no silver bullet conversion.
