Does not open ABL FORM file window in design mode

I am doing the Telerik  tutorial, the CLS file window does not appear, I cannot add the included file indicated in the example.

Starting OpenEdge 12.1, Progress uses a batch script (.cmd file) to launch PDSOE. To access the compatibility options, go to Windows Explorer and set the properties on the following files

%DLC%\oeide\eclipse\eclipse.exe (e.g. C:\Progress\OpenEdge\oeide\eclipse\eclipse.exe)

%JAVA_HOME%\bin\javaw.exe (e.g. C:\Program Files\Java\jdk1.8.0_181\bin\javaw.exe)
