this is 11.3 at a customer site.
ubroker.properties looks OK. The WSA calls are in the logs. All the webservices are working.
In the Progress Explorer WSA says 'not running'
I tried restarting Tomcat and the machine. Neither made a difference.
Is therer any reason why the Progress Explorer behaves like this?

Verify the URL is correct that OEM is displaying. Then, if you have ever made changes to the URL, restart the adminserver. There is a bug where the adminserver caches the URL, and changing it in the ubroker.properties file, or from OEM does not pick up the new value until a restart.

Thks. The URL has remained unchanged for years … I now changed it but only restarted Tomcat. I can try restarting the admin server after hours tonight

Feel free to talk to tech support and have them add your info to the bug. Maybe it will get fixed.
