Not able to start PAS server

Hello , 

Good Morning,

I am trying to start a PAS server and i am getting below error on the OpenEdge Explorer below my PAS server  . Could somebody please help me !!.

Error : Access to oemanager 'HTTP Error (403)' for localhost:8443/oemanager

Which version are you using?

Hello , I am not able to get what you actually did to resolve the UNKNOWN problem . How did you deployed the oemanager while starting the PAS server .
