what is the current best practice for setting up a REST service in 11.6? I understand running PASOE and 12 makes it easier but that is not the case today

PASOE was released in 11.5 so you could use it in 11.6.
If you're using Classic AppServer, you'll need your own Tomcat instance and need to deploy the REST .war file to it.
There is a "Tomcat in the Box" (TCIB) that OE provides for *dev* purposes .
