OpenEdge.BusinessLogic.UpdateModeEnum found, but no super-cl

Greetings.

Got this error on a client networking 11.7.3, windows 10  station. But can't find any pl by that name or something on other computer that successfully runs that program.

So I guess there is a broken installation on the station? 

Is there missing some components?
