Does openedge 11.7 supports writing text data into PDF files? if it supports, what are the in-built features that can be used for PDF writing?

there is no in-built support for PDF files.  But there is an open source project called pdfinclude you can use to generate pdf files.

We use pdfinclude for inserting data into (pretty) PDF templates for customer-facing forms like quotes and invoices. We ended up going with the snowwolf paid version and are quite pleased with it. We've only used a small subset of the features available, though.

I'd certainly be interested in a Progress supported PDF creation syntax integrated with ABL, but this product is very capable.

If you are only targeting Windows client, you can look at Infragistics.Documents.Report. It should have support for generating report in PDF format.

Did implement pdfinclude at a customer and we're both very satisfied.

Although pdfinclude's latest version is not free anymore it is cheap and you'll want the latest version.
