I'd like to test something in a Client Networking environment (i.e. no compiler available). As my laptop is installed with a full dev license, is it enough to use the CFG file of a client networking install ? Or do I have to install OE again with Client Networking only ?

You can use a copy of the .cfg file.
You can add Client Networking license to your development license and start the sessions with the -rr (Runtime Client) parameter.
