PDSOE 11.5.1 Performance on Windows 32-bit

One of my client's users is experiencing extremely long delays when running the application from PDSOE.

She has a Win 32-bit system with 4GB of memory.

The database is local and she's the only user, although she may have >1 connections.

The database is 30-40GB.

Any suggestions will be greatly appreciated.
