Root element is missing.

Progress 10.2A

I'm getting the following error when trying to open a User Control in the visual designer:

Visual Designer cannot load this class.  An exception occurred loading the design canvas: Root element is missing.

The control has an UltraLabel and an UltraDateTimeEditor and it implements an interface.

Also, when I place this control on form it is displaying correctly.

Does anyone know how to fix it?

I figured out that if you delete the .resx file (its size was 0kb) and tried opening the file again it worked fine.
