Update Panel Question

Question on the Update panel (Version 10.1).

I'm trying to make buttons insensitive in the update panel based on data and/or security. I can't seem to find the right internal procedure to change the buttons sensitivity on the initial display of the panel/viewer.

When I navigate between records it's being reset correctly. Just the first time into the window.

Where can I change the sensitivity? Currently I'm using the function "sensitiveactions" to change the update panel from within DisplayFields in the viewer.

Also when a user presses the add button and then selects the cancel, the buttons are going back to the default values and not being reset based on the security of the application. Even ghouth displayFields is executed.
