FTP Port dynamically can we allocate

               we are using defalut FTP port as now, can we use differnt port number for FTP ?

if so how ?

Isn't this an FTP question rather than an ABL question?  Version, platform, OS, etc. tend to be useful data points.

we are using this

Verstion 102A GUI

OS          Windows  XP

and using this dll "wininet.dll" for FTP defalut is set to 21

I don't believe Wininet supports this, but the best place to check is on MSDN (although a quick search suggests not)..
