The 2nd beta had a statement on install that I don't remember from the first install about Office UI and needing a license and saying it had components for the office UI. Well, of course I have a license or will get one, they are after all free, but I don't see any component that looks like an application menu, or any of the orhter components of the fluent ui.

The license is necessary to be able to use the Ribbon component of the UltraToolbarManager. If you drop that component on a form, and click on the toolbar, you'll see a 'Show Ribbon' element if you have agreed to the license; if you haven't, you won't.
