Currently using OpenEdge 10.2A, I was wondering how do I update so I can make use of the UltraControls?

Update? It's a separate product license. You should contact your Progress sales rep or sales admin personnel.

You can get technically the same Controls (maybe even a more recent release) directly from Infragistics, check http://www.infragistics.com/dotnet/netadvantage/winforms.aspx#Overview. Progress is just rebranding them.
There are some differences:
IG: Subscription price, annual renewed (cheaper in the first year)
OE UltraControls: Buy once, pay maintenance (cheaper from the second year on)
IG: Support via Infragistics Support
OE UltraControls: Support via Progress support (recommended)
IG: Use with any IDE
OE UltraControls: License restricted to usage within OpenEdge

I have one last query about the ultra-controls I was wondering if you could assist. Is the ultra controls a separate entity to the openedge application? In terms of if there was a new release of the ultra controls package, would it require a re-install of the openedge software?

When you buy the ultra controls from PSC, they are updated with service packs and releases of OE itself.
Progress will update the UltraControls to a more recent version of the Infragistics Controls with service packs and major releases.
10.2A02 provides an update to a service pack of Infragistics, 10.2B will update to a 2009 release (see http://communities.progress.com/pcom/docs/DOC-101182 and http://communities.progress.com/pcom/message/68413#68413).
