log-manager does not have info if we can setup a specific time interval to trace back in time for a logs. Say after an event happened I can only trace back in time to 30 mins or an hour?

Depending on OpenEdge version and the type of logs you're referring to (client logs, app server logs, database logs), there are some parameters available for archiving/truncating logs after a certain period of time or once the file reaches a defined threshold size. But I don't think you'll find anything that does this after a period as short as thirty minutes.
