It Is Supported UTF-8 in OpenEdge 10.1B in symbol client (CHUI) under Linux?

Good afternoon, needs the help.
OpenEdge 10.1B01 Linux 64-bit
Necessary to teach the database and exhibits to work with symbol of the kazakh alphabet.
There is problem:
The most suitabling is unicode, as accepted international standard, but problem in that
that our base works at Linux, CHUI,
but OpenEdge does not support unicode for CHUI. But even though load the coding UTF-8 -
does not exist ICU files for kazakh language.
Remains only one:
In the same way exists 8-bit standard codings - RK1048(KZ-1048). But how to create the
tables of the sorting, Case table, collation tables and ICU-kz.df?
